At the beginning of the council's work, the Minister of Health and Social Protection presented to His Majesty the King - may God be pleased with him - a presentation on draft framework law for the national health system, which was drawn up in the implementation of the national health law. This structural reform project rests on four main pillars:
Pillar One: Adopting good governance aimed at strengthening the mechanisms for regulating the work of actors, consolidating hospital governance and regional planning for the provision of health care at all levels:
Strategic: through the establishment of the Higher Authority for Health, the Agency for Medicines and Health Products, and the Agency for Blood and Its Derivatives.
Centralization: reviewing the tasks, functions, and organization of the central administration.
Regional: through the establishment of regional health groups, which are primarily responsible for the development and implementation of the national regional program and the strengthening of mechanisms for cooperation and partnership between the public and private sectors.
The second axis: is human resource development, especially through the drafting of the public health service law to stimulate human capital in the public sector, reduce the current shortage of human resources, reform the training system, in addition to opening up to foreign medical skills and encourage Moroccan medical executives residing abroad to return to practice in their own country.
The third axis: raising the level of health care offered in order to meet the expectations of Moroccans in terms of facilitating access to medical services, improving their quality and equitable distribution of hospital services across the national territory, through the rehabilitation of primary health structures, the upgrading of hospitals, and the introduction of the duty to respect the path of care, in addition to Establishing a system for accrediting health institutions.
The fourth axis is related to the digitization of the health system through the application of an integrated information technology system to collect, process, and exploit basic information related to the health system.
After that, the Minister Delegate to the Prime Minister in charge of Investment, Convergence, and Evaluation of Public Policies gave a presentation on the draft framework law that constitutes the investment charter, in which he stressed that this project comes in implementation of the royal directives. In the context of strengthening the networks of cooperation and partnership that link Morocco with many brotherly and friendly countries and diversifying their fields, the Council of Ministers approved sixteen international agreements, nine of which are bilateral and seven are multilateral.
Bilateral agreements relate to the African region in the fields of transport and logistics, and the promotion and protection of investments, and the Gulf region and the Middle East in the fields of economic, commercial, and tourism cooperation, and business,
